As long as an entity is not profiting commercially from an unencrypted signal, it is perfectly legal to view them. Residential, family viewing of free-to-air television (satellite and OTA) is completely legal in both USA and Canada. Now, if a commerical establishment starts showing (free-to-air) PBS...
