Has anyone made one of the above yet? And is it possible to contract with someone to make this kind of sat TV receiver?

Not really from what i've seen in the past, I have seen a couple FTA Receivers in some years past that that made the claim (said they did 4:2:2:) but they were (no name boxes/unknown brand) and I didn't want to buy them and likely find out that they didn't really do it.
Probably your best bet for watching 4:2:2: Chroma Satellite Channels is looking at some of the PC Satellite Cards for a desktop PC as I have read some people in forums say some PC Satellite Cards will play both 4:2:0: and 4:2:2: chroma.
If someone here owns a Satellite Receiver (STB) that plays 4:2:2: Chroma that would be interesting and hopefully they will respond.

VLC will play MPeg 4.2.2 data. If you have a fast network, streaming it will work through a browser that invokes VLC. You can also save off the program and play it directly on the computer with VLC. A computer with enough video ram to work well with the TV as a monitor is needed, imho. I have seen VLC listed as an available download for the Edison, but I did not get it to work, and did not spend too much time trying to get it to work, as the Mac Mini I have does pretty good. I have yet to see Mpeg 4.2.2 UHD 4K data, which would exceed the video RAM I have available at this moment. If you have any other questions, I would be happy to share what I know.

To watch 4.2.2 programs in h.264 or h.265, you'll need to stream to your PC. In addition, your PC needs a top of the line video card. Look into nvidia and get a card that supports the format you want.
