It has always been like this as far as I know. Those who were selling chipped decoders for c band in the USA were all rounded up in a sting operation by the FBI when they returned from a hacking conference hosted by Bob Cooper in Providencials. Canadian hackers were never touched. Neither was Bob until he left Providencials and returned to the states. Charlie himself was nabbed. When directv was hacked, about half of all Canadians were watching pirated dtv without legal issues. In the USA directv rounded up hundreds of pirate dealers. In Canada, only Ma Bell has clubbed the pirates for watching Bell programming without permission.

Charlie should know the rules by now... :headbanger
