Unknown signal on G19/22

Transponder 22 is normally used by CBS. This morning I discovered a carrier on 22 (4140H). Using the TBS-8922, I did a blindscan, using Crazyscan, and it reported the SR as 29860 (normal CBS DVB-S2 SR), but it could not figure out what it was (not 8PSK). When I tried tuning it, it tried to lock, but nothing.

Does anyone have any ideas what this is?

UPDATE: According to a friend, it is a mux just like G19/20, but only part time. No idea why he can tune it and I can't. That said, it might be related to the interference signal that I have in my area that is affecting the frequency range around 4140H. If others can get this 4-stream H264/422 mux, then it is me.
